Operational & Policy Works

The Conflict and Development program provides an innovative model for supporting the development of conflict-sensitive approaches that respond to the changing dynamics of Indonesia's transition. This involves combining research, policy advice, advocacy and operational work.

 

Operational work is of two types. First, the program aims to utilize existing World Bank/Government of Indonesia programs. The Kecamatan Development Program (KDP) and Support for Disadvantaged Areas program (SPADA) are key mechanisms for channelling asisstance to millions in conflict-affected areas. Second, pilot and experimental approaches are developed and tested. Where succesful, these can be scaled-up into broader programs. Projects currently being implemented or planned include:

  • Support to internally-displaced persons in Central Sulawesi, Aceh and North Maluku
  • Conflict resolution training for project facilitators and local leaders in Aceh (to be expanded nationally if succesful)
  • Building youth radio networks in Aceh
  • Psychosocial assistance for traumatized victims in Aceh
  • A program utilizing local cultural media to strengthen peace in Aceh

Many of the Aceh programs will be expanded elswhere if succesful

 

Policy work involves support to the National Planning Agency (Bappenas) and the local government in Aceh. A new grant from the Post-Conflict Fund provides for technical support to national and local governments. This will include the development of a national early warning system and a Governor's Board to discuss effective conflict approaches. Results from a series of studies will also feed into the Government of Indonesia's mid-term strategy on developing conflict-affected areas.
