A major challenge to aid agencies and local government authorities working in Aceh is engaging hundreds of thousands of beneficiaries and constituents.  The overwhelming consensus is that the tsunami reconstruction and peace-building programs must be community-driven. Effective communication lies at the core of successful community-driven development interventions.  However, recent studies show that a lack of consultation with communities throughout Aceh and the resulting information gaps has hampered the reconstruction and peace-building processes.  This paper serves as a practical guide to information flows in Aceh.  It highlights the differences in communications in tsunami, conflict, urban and rural environments and makes recommendations to improve information flows to beneficiaries and constituents in these areas.
