The Aceh Public Expenditure Analysis (APEA) conducted in partnership with four Acehnese universities, examines Aceh's fiscal picture and looks at issues related to the local government's capacity to manage budget funds. Aceh's financial resources have increased substantially since 1999. It now has the third highest revenue per capita of the provinces in Indonesia.The LoGA will further increase revenues.Yet Aceh also ranks fourth in terms of poverty levels in Indonesia.The MoU provides opportunities to build a better Aceh and to deliver services to conflict-affected areas.The report concludes that attention has to be paid to helping ensure better allocation of resources, better management of resources and better data quality if Acehnese are to see the benefits of these resources.
