After decades of GAM-led struggle against the Indonesian authorities, the Helsinki peace agreement (MoU) signed in August 2005 laid the foundation for Aceh's first democratic local executive elections (pilkada), which were held on December 11, 2006. Understanding Aceh's post-conflict elections is crucial to ensuring their long term success, and will provide insights into what Aceh's longer-term transition from violent conflict to peace might look like politically.
As part of the joint UNDP-World Bank Aceh Elections Study, sponsored by the Decentralization Support Facility (DSF), Forbes Damai (Aceh Joint Forum for Peace) disseminated three Pilkada Monitoring Updates as a way of summarizing and documenting pilkada dynamics and developments during the lead up to, and immediately after, the pilkada. These updates were based on newspaper monitoring of pilkada-related conflicts in four local newspapers (Aceh Kita, Rakyat Aceh, Serambi, and Waspada), UNDP/World Bank fieldwork, and information from local contacts. The Updates cover pilkada-related conflicts, institutional preparations, campaigning and mobilization, and include case studies of electoral dynamics in eight different districts.
