In August 2005, eight months after the devastating Indian Ocean tsunami hit Aceh's shores, a Memorandum of Understanding (MoU) was signed between the Government of Indonesia (GoI) and the Free Aceh Movement (GAM). Section 3 of the MoU outlines measures for aiding the reintegration of former GAM combatants, political prisoners and others active in GAM into Acehnese villages and society. To help address this process of reintegration, the GoI requested that the World Bank conduct a GAM Reintegration Needs Assessment. There are three main aims: (1) to assess the process of reintegration so far, focusing on potential obstacles to peace; (2) to assess the needs and aspirations of former combatants, prisoners and receiving communities; and (3) to help in the development of programs and mechanisms to address these needs. The assessment was developed in close partnership with GAM and the assessment was conducted from October 2005 to March 2006.
