This report thoroughly examines the nature of multistakeholder forums in conflict affected areas including representativeness, links to other institutions, budget, statutes, transparency and receptivity, decision making process, location/access by the public, and coordination. The report also explores the budgeting process and transparency and receptivity of local government in two districts that actually reveal the secrets of corruption practice in many areas of Indonesia.
