Competition over scarce land and natural resources is often cited as a "root cause" of communal or even separatist violent conflict. The ten case studies presented in this paper were collected as part of a study which examines the relationship between the World Bank's Kecamatan Development Project and local conflicts, and evaluates whether the program helps communities manage conflict in peaceful ways. The cases seek to contribute to the understanding of how low-level and natural resources conflicts can escalate into wider communal conflicts across Indonesia.
