Ensuring the quick and accurate downward flow of information to all inhabitants of Aceh is a critical element of the peace process. A lack of understanding of the details of the peace agreement reached on August 15, 2005—the Helsinki Memorandum of Understanding (MoU)—and aims and approaches of conflict victim assistance and reintegration programs can jeopardize the peace process and raise the risk of renewed conflict.
To support the Badan Reintegrasi Aceh, or BRA, the Aceh Reintegration Agency, in its effort to engage the Acehnese population and raise awareness of its policies and programs supporting conflict victim and ex-combatant reintegration, the Conflict and Development Aceh team has developed a comprehensive socialization program. The program utilizes mixed media and a variety of methodologies to ensure that information flows across urban and rural areas of the province.
From mid-2005 to mid-2006, the Conflict and Development Aceh Team's socialization strategy focused on disseminating the content of the MoU to all Acehnese villages. Subsequent to the roll-out of Phase I of the Community-Based Reintegration Assistance for Conflict Victims (BRA-KDP)—the BRA's flagship program for delivering assistance to conflict victims—in August 2006, the strategy shifted to socializing the program's aims, policies and procedures to province-wide stakeholders and to target areas. As Phase II of the program expands target areas in 2007, the Conflict and Development Aceh Team plans to roll-out a comprehensive socialization program incorporating lessons learned from Phase I activities.
